A nation's effort to develop AI capacity under its own control, including infrastructure and models.
Sovereign AI is a country's effort to have its own AI capacity under its own control: data centers within its borders, national or local-language models and domestic expertise.
Motivations include security, economic competitiveness, cultural and language coverage and reducing dependence on foreign providers.
It reflects a view of AI as strategic infrastructure, like energy or telecoms.
